Deputy Executive Commissioner for Policy and Quality, Ricky Garcia

Ricky Garcia serves as the deputy executive commissioner for Policy and Quality for the Texas Health and Human Services Commission. In this role, he is responsible for driving policy strategy and quality outcomes in Medicaid and CHIP.

Garcia previously served in various leadership roles at the Texas Department of State Health Services, most recently as the chief of staff for the DSHS commissioner. He also has served in director roles for the Centers for External Relations, Policy and External Affairs, and Consumer and External Affairs.

He also held various positions within HHSC, as well as the Texas Legislative Budget Board, Texas Senate Committee on Health and Human Services, and the Texas State Auditor’s Office.

Garcia has a Master of Public Affairs from the University of Texas LBJ School of Public Affairs, and a Bachelor of Arts from Vanderbilt University.
