Texas Veterans + Family Alliance (TV+FA) was created as a result of Senate Bill 55 to improve the quality of life of Texas veterans and their families by supporting local Texas communities across the state to expand the availability of, increase access to, and enhance delivery of mental health treatment and services.

Grant awards are made to existing or developing community collaboratives to fund delivery and coordination of mental health and supportive services.  Communities must match state grant awards on a dollar-for-dollar basis, demonstrating their commitment to addressing mental health needs of veterans and family members  posttraumatic stress, depression, and other conditions.

TV+FA grants support a wide range of clinical mental health and non-clinical support services for veterans and family members including but not limited to:

  • Evidence-based therapies and treatment
  • Individual, group, and family and couples peer support services
  • Individual and family counseling
  • Support services essential to  mental health services such as child care, emergency financial support, transportation, and housing assistance
  • Navigation services such as case management and referral services

HHSC implements the TV+FA program with a third-party program administrator, the Meadows Mental Health Policy Institute. One of the duties of the program administrator is to help grantees find qualifying local and private matching funds. Matching funds for this grant must not include state or federal money.

To date, there are two TV+FA grant phases: Phase I - Pilot Program, and Phase II - Full Program.

Phase I - Pilot Program

In summer 2016, HHSC awarded five grants through the pilot phase of the grant program. Pilot grantees are projected to serve nearly 1,500 veterans and family members and have collectively secured $1.1 million to match $1 million in state funding.

Phase II - Full Program

In 2016, HHSC announced the award of thirteen grants through Phase II-A of the program. Phase II-A grantees are projected to serve nearly 7,575 veterans and family members and have collectively secured $6 million to match $6 million in state funding.
