Information on Title V

Title V prenatal care contractors may provide prenatal care and bill Title V for a maximum of the first two prenatal care visits for women who are in the process of applying for and enrolling in CHIP perinatal services. Title V contractors must inform, encourage, and assist pregnant women in the CHIP perinatal application process.

Newborn Screening for CHIP and CHIP Perinatal

Providers submitting newborn screening specimens to the Department of State Health Services (DSHS) laboratory use the NBS3: Medicaid/Charity Care/CHIP test card when screening babies insured by CHIP and CHIP Perinatal. This test card is available at no charge.

Process

  • The provider sends a request for the NBS3: Medicaid/charity care/CHIP test cards from the DSHS laboratory.
  • The DSHS laboratory sends the provider the test cards.
  • The provider draws the infant's blood sample, and completes the test card.
  • The provider sends the test kit to the DSHS laboratory for analysis.
  • The DSHS laboratory conducts the screen for genetic disorders.
  • The DSHS laboratory notifies the provider of the results.

Ordering supplies

To order newborn screening supplies, download an Order Form.

  • Specify the total number of test cards needed by category:
    • NBS3: Medicaid/charity care/CHIP
    • NBS4: Non-Medicaid/non-CHIP/non-charity care; covered by private insurance
  • The laboratory will send the supplies. Use these supplies to collect the samples and submit to the laboratory.
  • Again, there will be no charge for newborn screening test cards for Medicaid-eligible, CHIP, CHIP perinatal or charity care newborns.

Note for Hospitals on CHIP Perinatal Newborns

For CHIP perinatal newborns of mothers who deliver under Emergency Medicaid, fill out the card as you would for any other newborn delivered under Emergency Medicaid. Include a Medicaid number if known (the baby's number or the mother's number).

What To Do if Confirmatory Testing or Treatment is Needed

If a client is found to screen positive for any genetic disorders, confirmatory testing and treatment may be needed. If confirmatory testing or immediate treatment is needed, DSHS case management staff will contact the provider about next steps. Typically, confirmatory testing and treatment are recommended by metabolic specialists. The confirmatory laboratory tests are conducted by private laboratories, and are later billed to the health plans. Contracted CHIP or CHIP perinatal providers should contact the CHIP health plan for more information.
