QIPP Year 7: Update to State Fiscal Year 2024 Quality Metric Requirements

The Texas Health and Human Services Commission (HHSC) has published an updated version of the SFY 2024 Quality Metrics and Associated Performance Requirements (PDF) for the Quality Incentive Payment Program for Nursing Facilities (QIPP) to reflect recent changes made to Component 3 metrics.

Effective Oct. 1, 2023, the Centers for Medicare & Medicaid Services (CMS) implemented significant changes to how they calculate some Minimum Data Set (MDS) measures used to determine achievement in QIPP. These changes include updates to the Resident Assessment Instrument (RAI) and to related MDS quality measures calculated using data from the RAI.

Which measures will be impacted?

The following Component 3 metrics have been removed from SYF 2024 due to the changes implemented in the RAI and related MDS quality measures:

  • N015.03: Percent of high-risk residents with pressure ulcers, including unstageable pressure ulcers.
  • N035.03: Percent of residents whose ability to move independently has worsened.

The following metrics remain in Component 3:

  • N031.03: Percent of residents who received an antipsychotic medication.
  • N024.04: Percent of residents with a urinary tract infection.

How does this impact funding?

All nursing facilities eligible to participate in Component 3 will still be able to earn all Component 3 funds based on the two remaining metrics. Each metric will be worth 50% of available funds in each performance period.
