Who Works for ECI?
Early childhood intervention (ECI) professionals work with families on how they can support their child's development within their everyday routines and activities. The licensed or credentialed professionals include:
- Speech language pathologists (CCCs, CFYs and SLPAs)
- Occupational therapists and assistants
- Physical therapists and assistants
- Social workers (bachelors, masters and clinical levels)
- Psychological associates
- Early intervention specialists
ECI employees come from a variety of background and disciplines. All ECI employees must maintain their specific license or credential in good standing. In addition, newly hired ECI employees must complete a comprehensive ECI training program.
All employees must complete a self-assessment about their knowledge, skills and abilities as well as complete the Orientation to ECI before receiving a caseload. Each employee also will have an Individualized Professional Development Plan (IPDP) designed for them based on the results of their self-assessment.
Early Intervention Specialists (EISs)
There currently are more than 1,000 EISs serving families in Texas ECI programs. EISs serve on ECI interdisciplinary teams for the eligibility determination process and for individual family service plan (IFSP) development.
Because there is no specific degree or licensure for EIS, ECI created its own credentialing system. EISs are the recognized provider in Texas for specialized skills training. If an EIS completes the Family Centered Case Management Module, he or she also is eligible to provide case management services as a service coordinator.
EISs earn their credential by completing specific training activities on their IPDP. Once all training activities on an IPDP are completed, they are awarded a certificate declaring status as an EIS professional. EISs must obtain 10 contact hours of continuing professional education each year to maintain their credential. EISs must also complete 3 hours of ethics training every 2 years in addition to the 10 hours of CPE.
Who Can Become an EIS?
ECI employees or contract personnel are eligible to become an EIS with at least a bachelor’s degree in one of the following related areas:
- Adaptive physical education (with or without teacher certification)
- Child development
- Child life
- Communication disorders
- Family studies
- Human development
- Rehabilitative counseling/rehabilitation services
- Social work
- Special education (with or without teacher certification)
- A bachelor’s degree in any field and at least 18 hours of college credit directly related to early intervention
EIS applicants also must have 3 hours of college course credit in early childhood special education or early childhood development.
As of September 2013, applicants may substitute 40 clock hours of continuing education in early childhood development or early childhood special education, completed within 5 years before ECI employment, for the 3 hour semester course credit requirement in early childhood development or early childhood special education.
Texas Health and Human Services has contracts with 49 local agencies that hire employees to provide early intervention services. Applicants may contact their local ECI program to inquire about job opportunities.
