Administrative rules are published in the Texas Register to give the public notice of a state agency's proposed rulemaking action and to allow people to review and comment on the proposed rule. The public comment period begins on the day after the notice of a proposed rule is published in the Texas Register and lasts usually for 30 days. Once effective, rules become part of the Texas Administrative Code.
