The 2018 PASRR Services in Texas Conference is a free two-day training presented by Texas Health and Human Services. Seating is limited. Registration will open in the first half of July and remain open until Aug. 6 or until all seats are filled. Conference highlights include thinking differently about person-centered planning, understanding mental health in PASRR, best practices for serving people who are PASRR positive, building collaborative relationships and more.

  • People in the program and their families

  • Licensed psychology professionals

Note: Continuing education units will be provided at the end of the second day. If you leave the conference early or only attend one day, you will forfeit your CEUs.

FAQs

Is there a registration fee to attend the training?

No. This is a free training. But space is limited, so register as soon as possible.

Will there be parking for this event?

Yes, there is parking on a surface lot right outside the entrance to the conference center. Park at the Norris Conference Centers lot located in the back of Northcross Mall on the south side of the building. You can also get to this lot from Burnet Road by turning in at the main driveway next to the Sonic and following the road around to your left.

What is the limit on attendance?

This conference is limited to 400 people. There will be no onsite registration. If you register and cannot make it for any reason, let us know so that we can make space available for other people who are interested in attending. Will meals be provided at the training?

No. You are responsible for your own meals. There will be no food at the trainings. There are many restaurants nearby, both in Northcross Mall and along Anderson Lane.

Do you know of any hotels near the conference center?

While Texas Health and Human Services does not recommend any particular hotel, Norris Conference Centers has a list of hotels, sorted by distance from the venue and if they provide shuttle service.

Are continuing education units provided for this training?

Yes, Texas Health and Human Services plans to offer 8.5 CEUs for:

We plan to have three hours of ethics CEUs available if your discipline requires them. Nursing CEUs will not be provided for this event.

Can you earn continuing education units for attending one day or for partial attendance?

No. By leaving early or only attending one day, you forfeit your CEUs. A link to take your CEU surveys online will be provided at the end of the second day. The survey will close about a month after the conference is over, and CEU certificates will be sent out as PDFs via email.

Web-based Training

In the Preadmission Screening and Resident Review process, referring entities, nursing facilities, and local authorities have distinct roles and responsibilities. In order for individuals to benefit from the PASRR process and thereby receive the most appropriate services, each of these entities must fulfill their roles and responsibilities. Anyone regularly involved in the PASRR process should complete all courses posted on this page. The web-based courses on this page have been approved by HHS for Nursing Facility Administrator continuing education credit. In the PASRR process, there are four general phases:

  1. PASRR Level 1 Screening
  2. PASRR Evaluation
  3. PASRR Specialized Services

PASRR Introductory Training

The following courses provide a general introduction and overview to the PASRR process and rules.

PASRR 101 Web-based Training

This course is geared toward nursing facilities and is designed to deliver information about the role nursing facilities play in the PASRR process. This course will focus on the purpose of PASRR, state and federal regulations which govern the PASRR process, types of admissions, screening and specialized services. This course will provide an overview of each aspect of the PASRR process.

PASRR Rules: TAC Title 40, Part 1, Chapter 19, Subchapter BB

This training discusses the Nursing Facility (NF) Responsibilities Related to PASRR, found in the Texas Administrative Code Title 40, Part 1, Chapter 19, Subchapter BB.

PASRR Level 1 Training

The following courses focus on roles and responsibilities of referring entities, nursing facilities, and local authorities in the PASRR Level 1 Screening.

PASRR Referring Entity Training

PASRR referring entities include anyone that refers a person to a Medicaid-certified nursing facility, including hospitals, attending physicians, legally authorized representatives (LARs) or other personal representatives selected by the person, family members, or representatives from an emergency placement sources, such as law enforcement, or another nursing facility (when undergoing a CHOW, or when an individual transfers to another NF). This training is designed to give PASRR referring entities the information, tools and resources needed to successfully complete the PASRR Level I (PL1) Screening Form, which must be completed for all people seeking admission to a Medicaid-certified nursing facility.

PASRR PL1: Back to Basics

This training reviews the PL1 form in a section-by-section manner. Participants will be asked to take notes on a blank PL1 form as they complete the training. At the conclusion of the training, participants will understand how to complete the PASRR Level 1 (PL1) screening form, and will be familiar with the following PL1 topics: Admissions, Transfers, Discharges, and Changes of Ownership (CHOW).

PASRR Evaluation Training

The following course focuses on roles and responsibilities of nursing facilities and local authorities in the PASRR Level II.

PASRR PE: What Nursing Facilities Need to Know

This training explains the PASRR Evaluation and how the PE impacts the nursing facility and the individuals served in the NF. PL1: Back to Basics should be completed as a prerequisite for this training.

PASRR NF Specialized Services Training

This training explains how to submit a request for pre-authorization of nursing facility specialized services in the Long Term Care Online Portal on behalf of a resident.

PASRR Specialized Services for LIDDA Service Coordinators

This training was created to explain local intellectual developmental disability authority and nursing facility  Preadmission Screening and Resident Review specialized services to LIDDA service coordinators. PASRR for Service Coordinators

The purpose of this training is to describe the responsibilities of a Local Intellectual and Developmental Disabilities Authority related to PASRR for individuals diverting from admission or transitioning from nursing facilities.

PASRR for Service Coordinators - PL1 Screening and PE

The purpose of this training is to describe the initial process of PASRR and completing forms associated with this process. The goal of this training is to learn how to accurately complete the PASRR Level 1 Screening form and the PASRR Evaluation (PE) form.
