The Texas Health and Human Services Commission (HHSC) is accepting applications from prospective providers through its open enrollment procurement process to contract for the Deaf Blind with Multiple Disabilities (DBMD) Medicaid waiver program. Under the open enrollment process, contracts are awarded on a noncompetitive basis to eligible applicants that meet the qualifications and other requirements established by HHSC. There is no end date or dollar amount associated with the contracts awarded through this solicitation.

The goal of the DBMD program is to provide individuals who are deaf-blind with multiple disabilities a choice of residential alternatives that maximize independence, communication and interaction with the community. DBMD services are offered statewide.

Contracting to Provide Services

To be eligible to provide services and receive reimbursement for these services, a provider agency must meet certain eligibility criteria. Rules regarding minimum eligibility requirements for contracting can be found in the Texas Administrative Code:
