The Texas Targeted Opioid Response expands access to treatment, prevention and early intervention, and provides long-term recovery supports for people with a history of, or who are at risk for developing, opioid use disorders and overdose.

Mental Health TTOR
This new opioid response initiative will also enhance employment, effective crisis response and re-entry for people affected by opioid use.
TTOR – High Fidelity Supported Employment Pilot Program
TTOR Supported Employment to people with an opioid use disorder is a vocational rehabilitation program that uses individual placement and supports evidence-based model. For co-occurring populations with opioid use disorder history, these intensive services provide personalized assistance to clients choosing and obtaining employment in integrated work sites in a regular community.
TTOR – Job Developer Pilot Program
TTOR funded providers will hire full-time positions dedicated to job development. Job developers will work collaboratively with other providers to increase job placements in surrounding areas, engage employers and educate Substance Use Disorder and Medication Assisted Treatment providers about supported employment and individual placement and supports principles. The funded positions will enhance already established supported employment programs at the host agency that use the individual placement and supports model.
Mental Health Peer Support Re-entry Pilot Program
TTOR Local Mental Health Authority jail re-entry expansion programs provide community-based peer services which assist with transition or “re-entry” into clinically appropriate community-based mental health services.
Mobile Crisis Outreach Team
MCOT responds immediately to where a psychiatric crisis is occurring and comprises medical and mental health professionals. MCOT expansion under TTOR is to include a Licensed Chemical Dependency Counselor and respond to substance use related crises.

Training
The training requirements vary as per training needs identified in project proposal of the TTOR program projects.
Providers who are contracted to implement high fidelity supported employment and job developers under the TTOR grant shall ensure their designated employment staff and program manager complete required trainings as identified by their contract.
