IDEA Part C Application Feedback Due May 8

The Texas Health and Human Services Commission (HHSC), Early Childhood Intervention (ECI) is seeking public comment on the application for funding under the Individuals with Disabilities Education Act, Part C. The annual funding application will be submitted to the U.S. Department of Education, Office of Special Education Programs. The application uses the fiscal year 2016 allocation as the allocation for 2017 is awaiting congressional approval. The application will be updated if there is a change in the allocation. HHSC will be taking public comment from March 8, 2017, to May 8, 2017. The ECI Program Network is the backbone of ECI—putting ECI's mission, values, and goals into action and making sure each child receives the best start in life. ECI programs provide services in all Texas counties through contracts with local agencies and organizations. As a result, families have equal access to all services that ECI offers wherever they may reside in Texas. These services may include screening and assessments; physical, occupational and speech language therapy; and special instruction, training and counseling services.

ECI programs include community centers, school districts, education service centers, and private non-profit organizations. Staff from these programs may include early intervention specialists, nurses, psychologists, dieticians, paraprofessionals, teachers, social workers, and physical, occupational, speech and language therapists.
