Proposed Intent to Procure: Vendor Drug Program (VDP) RFO Announcement
The Health and Human Services Commission is providing notice of the intent to post a Request for Offer for a qualified Contractor for the Vendor Drug Program Pharmacy Benefits Services Modernization solution that includes:
- Pharmacy claims and Rebate administration
- Managed Care Organizations Encounters processing
- Preferred Drug List management
- Texas Formulary management
- Drug Utilization Review services
- Call center services
- Prior Authorization services
The anticipated RFO release date is within the next 6 months of this announcement. HHSC reserves the right to update the anticipated RFO release date. HHSC intends to award one contract under this RFO.
Through this RFO, HHSC will be soliciting a Contractor to develop a solution that provides statewide access to covered outpatient drugs for individuals enrolled in Medicaid, Children’s Health Insurance Program, Children with Special Health Care Needs program, the Healthy Texas Women program, and Kidney Health Care program.
This notice does not constitute a solicitation for offers, a binding commitment to conduct a procurement, or an offer of a contract or prospective contract. Any action taken by the interested party is on their own accord and any financial outlay is the risk of the company/entity.

About Procurement and Contracting Services (PCS)
HHSC’s Procurement and Contracting Services division awards thousands of contracts for goods and services that are worth billions of dollars—from health services, construction and IT purchases to grants—that make a difference in the lives of Texans.
Our mission is to successfully improve the health, safety, and well-being of Texans while being good stewards of public resources. Below is an overview of each procurement team and the types of procurements they manage.
Automated Information Systems
The Complex Automated information Systems team supports HHSC and DFPS information technology through the procurement of computers and computer devices and services related to the automation of an information system, including: computer software or computers; telecommunications apparatus or device that serves as a component of a voice, data or video communications network for transmitting, switching, routing, multiplexing, modulating, amplifying or receiving signals on the network; and IT staffing augmentation services.
The team uses a variety of procurement methods, including Request for Offers, Department of Information Resources (DIR) Cooperative Contracts, Deliverables-Based IT Services (DBITS) and Invitation for Bids (IFBs). Procurements can range in value from a few dollars to millions of dollars. Flexibility and a focus on customer satisfaction are key.
The team solicits primarily via the Request for Proposals method to procure services aimed at building new state hospitals, renovating old, outdated buildings, and occasionally may assist with the procurement of extensive deferred maintenance. The Complex Construction team supports the HHSC Maintenance & Construction (M&C) Program.
The Goods Team processes commodities and finished products procurements using Texas Correctional Industries, Texas Purchasing from People with Disabilities, WorkQuest, CPA Term Contracts, the federal government, and Texas Multiple Award Schedule Contracts, as required. The Goods Team also uses competitive procurement methods for goods, usually through the Invitation for Bid (IFB) process and is structured in two sections to better serve the HHS System: Administrative Goods and Client Goods.
Administrative Goods purchases items such as furniture, equipment, appliances, office supplies and paper, construction supplies, vehicles, and other goods needed to support the administrative staff for all HHSC agencies.
Client Goods purchases items such as:
- Food to support the clients living in the State Supported Living Centers (SSLCs) and state hospitals including food, drinks, and snacks for the HHSC canteens, such as produce, dairy, ice cream, bread, dry goods and frozen food. The team also purchases kitchen equipment, kitchen supplies, linen, utensils, and paper goods.
- Medical Supplies to support all HHSC agencies, including clients living in the SSLCs and state hospitals. Items purchased include medical and dental equipment, mobility equipment, medical and dental goods, hospital beds, supplements, clothing, medications, and vaccines. The team also purchases truckloads of water for distribution during declared emergencies.
- Laboratory items to support multiple tests performed by DSHS and HHSC laboratories. Items purchased are laboratory equipment and instruments, chemicals, consumables, labware, plasticware, gloves and other supplies.
- Material Inventory Management System (MIMS) goods to support patients at the state hospitals, residents at SSLCs, and administrative staff. HHSC has 19 warehouses supplying 24 facilities that stock almost 12,000 inventory items.
In contrast to the procurement of goods or services, grants are used to advance a public purpose through the creation or support of an activity. Grants are strategic investments in our state and its future, no different than investing in new schools, roads, or other infrastructure. Through careful design and planning, proper solicitation of grant applications is key in transforming grants from a piece of financial assistance into a powerful tool that educates and drives public policy while improving outcomes for Texans. Tier I of Health Services processes the most complex procurements. Services procured by this group encompass a broad range of health services, from large pharmaceutical delivery contracts to our state’s managed care organization procurements. Dollar values for these procurements typically range from the hundred-millions to the tens-of-billions. Most often, this team solicits via the Request for Proposals method. However, the team also processes professional services procurements that utilize the Request for Qualifications method.
Tier II most often solicits via the Request for Proposals method, but they may also process professional services procurements that utilize the Request for Qualifications method. Dollar values for these procurements are quite large, but typically don’t exceed $100M.
Tier III processes smaller, routine Requests for Proposals or Requests for Qualifications. These procurements are typically under $1M.
Historically Underutilized Business Program
The HUB Program Office provides customer service to the agency’s procurement and contracting staff, respondents, HUB businesses, and prime contractors. It develops and implements policies to ensure strict compliance with the state statutes and administrative rules that govern the program. They educate the agency’s internal and external customers on HUB requirements; facilitate the HUB contract requirements on solicitations valued at $100K or more through the entire lifecycle of a contract; marketing the agency’s HUB Program and procurements opportunities to encourage HUB utilization; administer the Mentor-Protégé Program; and track and prepare HUB data for reporting and analytical analysis. The PCS Services Team procures administrative and client related purchases for HHSC, DSHS and DFPS. Client purchases include services to support clients living in state-operated facilities, necessary services for DFPS Child Protective Services and Adult Protective Services clients, and health-related services for DSHS clients and state disaster related services.
The Services Team uses SPD Term Contracts, Set Aside Programs, including Texas Correctional Industries, WorkQuest and TXMAS contracts prior to completing a competitive procurement for services. The competitive procurement is completed through an Invitation for Bid (IFB) method. This process is most appropriate when services are standardized or uniform, with price and meeting specifications being the most important considerations.
