Historically Underutilized Business Opportunities Program

The Texas Health and Human Services Commission (HHSC) is committed to increasing contracting opportunities for Historically Underutilized Businesses (HUBs). Out of that commitment, a program has been established to enhance the ability of HUBs to:

  • Compete for HHSC contracting opportunities
  • Increase the department's awareness of such businesses
  • Maximize the inclusion of HUBs when feasible through direct contracting or indirect through subcontracting
  • Ensure meaningful HUB participation in the procurement process

State HUB Certification Program

The Texas Comptroller of Public Accounts (CPA) administers and maintains the state's HUB certification program. To be eligible for certification, businesses must be at least 51 percent owned, controlled and actively managed by one or more individuals who have been historically underutilized because of their identification as members of certain groups. These groups include:

  • Black Americans;
  • Hispanic Americans;
  • Asian Pacific Americans;
  • Native Americans;
  • American women; and
  • Service Disabled Veterans.

Vendors seeking HUB certification are required to complete the State of Texas Application for Certification as a Historically Underutilized Business. For more information, visit the CPA HUB website.
