The Office of the Ombudsman serves as a central point of assistance in identifying appropriate programs or departments for problems and complaints.

The Ombudsman assists the public when the agency's normal complaint process cannot or does not satisfactorily resolve the issue.

If you have a problem or complaint we encourage you to first discuss it with the person, program or office involved. Many times they can explain a specific policy or correct the problem immediately.

If the agency's normal complaint process cannot or does not satisfactorily resolve the issue, there are four ways to send a question or file a complaint:

  1. Call: 1-877-787-8999 (Toll-Free). People who are deaf, hard of hearing or speech impaired can call any HHSC office, by using the toll-free Texas Relay service at: 7-1-1 or 1-800-735-2989.
  2. Online: Submit your question or complaint online
  3. Mail: Texas Health and Human Services Commission
