David Kostroun is the deputy executive commissioner of the Regulatory Services Division. He is responsible for the system’s oversight of a host of programs, including child care licensing, long-term care facilities and healthcare facilities. Prior to that he served as deputy executive commissioner for Policy and Performance where he oversaw the development and management of a system-wide performance management system and managed data analytics, research, evaluation, reporting and data information management functions supporting the strategic use of data within the HHS System.

Before coming to HHS he worked at the Texas Department of Agriculture as the chief administrator for licensing and regulatory. His tenure at the Department of Agriculture spanned 21 years, where he served in a variety of capacities including the assistant commissioner for regulatory programs and the chief administrator for agriculture and consumer protection division.
