Constance Allison is the deputy executive commissioner for policy and rules for the Texas Health and Human Services system. She is responsible for providing leadership and strategic direction for policy and rule development, implementation and management for operational support programs.

Before coming to HHSC, Allison was policy director on Texas Gov. Greg Abbott’s senior staff from January 2015 to October 2017. Previous to that she worked in the office of the lieutenant governor in several capacities, including senior advisor, general counsel and legislative director. She practiced commercial litigation with Dallas law firm SettlePou in 1997-98 and in the Office of the Attorney General from 1995 to 1997.

Allison earned her bachelor’s degree in political science from Texas A&M University in 1991, and graduated cum laude from the Texas Tech School of Law in 1995.
