Karen Ray is chief counsel for the Texas Health and Human Services system. Ray came to the Texas Health and Human Services Commission (HHSC) in 2001 after 6 years as an assistant attorney general. At HHSC, she worked with all the health and human services agencies, principally on major litigation. She became deputy chief counsel in 2010, interim chief counsel in December 2014, and chief counsel in April 2016.

She has a bachelor’s degree from The University of Texas at Austin and is a graduate of the UT School of Law.
