Hailey Kemp is deputy chief of staff for the Texas Health and Human Services system. Her duties include planning and directing administrative and operational activities for the system, and advising the executive commissioner, chief deputy executive commissioner and chief of staff. She also oversees the Office of the Ombudsman and has served in her current capacity since June 2015.
Kemp began her career in state government in 2004 at the Governor’s Office of Budget, Planning and Policy. Since then, she has held various policy, government relations and senior advisor roles at the Attorney General’s Office, Texas Education Agency and the Health and Human Services Commission, where she was an advisor to the associate commissioner of health coordination and consumer services from 2008-2011.
She has a bachelor’s degree from The University of Texas at Austin.
