Cecile Erwin Young is chief deputy executive commissioner for the Texas Health and Human Services system. She has almost 30 years of experience in Texas state government. Young began her state career as a lecturer and research engineer at Texas Tech University. She also was the conference committee clerk for House Bill 7, which created the Texas Health and Human Services Commission (HHSC). She then came to work at HHSC to implement the legislation.
From 2007 to 2011, she served as HHSC associate commissioner for health coordination and consumer services. She became chief of staff in January 2015.
During her state career, Young has served 4 governors, an attorney general and a state representative. She has performed budget and policy work since 1987.
