The Texas Health and Human Service Commission is increasing the pool size for the Quality Improvement Payment Program for SFY 2021 to $1.1 billion. This will assist nursing facilities following the COVID-19 emergency to improve infection control protocols and other quality measures. HHSC’s previous pool size for SFY 2021 was $800 million. With the added funding, Texans receiving care in nursing facilities can expect improved quality of care and satisfaction.

QIPP is a performance-based program. It encourages nursing facilities to improve the quality and innovation of their services through implementation of program-wide improvements that compensate facilities for meeting or exceeding certain goals. Sixteen percent of program funds are dedicated to improving infection control and infection-related quality measures in publicly owned facilities.

To enroll in QIPP for SFY 2021, apply through the enrollment portal by April 22, 2020. A list of potentially eligible providers is available.

Note that the Centers for Medicare and Medicaid Services must approve the implementation of QIPP for state fiscal year 2021.
