HHSC Names New Leader for Procurement and Contracting

AUSTIN – Texas Health and Human Services has named Katherine “Kay” Molina its deputy executive commissioner for procurement and contracting services, effective Oct. 24.

In her role, Molina will oversee all aspects of procurement and contracting for HHS, which relies on vendors and grantees to deliver quality care and services to Texans. She is charged with improving the quality of outcomes for complex procurements and leading the development of a new, comprehensive approach that is responsive, transparent and efficient.

“At HHS we are continuing to improve our procurement and contracting processes so that taxpayer dollars are spent effectively and we can achieve better health outcomes for Texans,” said Dr. Courtney N. Phillips, HHS executive commissioner. “Kay will lead us in that effort, and I am confident that her knowledge and expertise will set the tone for PCS as she guides our growth in terms of quality and accountability.”

Molina has served in various roles at HHSC, most recently as Interim Deputy Executive Commissioner for Procurement and Contracting Services. She also served as HHSC Associate Commissioner for Compliance and Quality Control. Since 1995, Kay served in various legal counsel roles at the Texas Facilities Commission, Railroad Commission of Texas and the Texas General Land Office.

Molina earned a Bachelor’s degree in Psychology from The University of Texas at Austin, followed by a Doctor of Jurisprudence from Texas Tech University.
